You have no chance of getting a National law university based on inputs given by you, ie 71 marks(i assume you're from UR)
Instead i would suggest you to try in some private law college like
Institute of Law, Nirma University - This private law University is often ranked higher than some of the recently established NLUs.
UPES, Dehradun - Another good law University which boasta of a very good studying environment.
JGLS, Sonepat - If you can afford it, this is the real deal. With facilities from abroad and that too with degrees from Ivy League Colleges, JGLS certainly has a bright future for private (costly) legal education in India. And
According to me:
1. O.P. Jindal Global Law School, Sonipat.
2. Symbiosis Law School, Pune.
3. Institute of Law, Nirma University. Ahmedabad
4. School of Law, Christ University. Bangalore.
5. Symbiosis Law School, Noida.
From the experience I have gained from the Law School Circuits, the above colleges are the best private colleges in the country

Given your rank and seeing the cut off lists I think its difficult to get admission in top colleges. But you can have a chance in low tier NLUs.
The results are out you go and check your profile on the clat website. Counselling is going on fill the list of your preferred colleges. And see if you fall into the cut off rank.
If not in NLUs then there are plenty of private institutions.

According to me ,With 1380 rank in sc category ,you will definitely get admission in rajiv gandhi national university law,patiala in both llm and ba llb course.The cut off for last year ba llb course for sc category in last round of counselling was 9731 and for llm course was 2639.So according to the last year cut off trends ,you will get admission in rgnul.

Based on the basis of your CLAT Inputs and rank of 3794 with punjab resident, you have a very little or no chance of getting a RGNLU
now it completely depends on your luck, if seat is vacated then you'll get that college

It's a tier 2 NLU with decent placements , it has amazing infrastructure among all Nlu , foods being served in mess quite good, It comes under top 10/12 NLUs . Hostels are fully air conditioned . It feels luxurious .
RGNUL have a fantastic infrastructure, the campus has AC,s in every hostel and as well as in every class rooms, the class rooms are modernized by smart boards, use of speakers for better audibility, there is a active sports committee and there is also a library with hundreds of books in it and the campus is very cleaned and proper hygienic food.
Good hostels, ample playing area. Nice library and reading rooms. Our rooms have AC . Campus is situated a bit away from the city. Proper cleaning of rooms is regularly done. Mess is preety good compare to other nlus
