This because,

To be eligible you shou have either already completed your graduation or should be appearing for your final year /semester exams of graduation and must pass

Cut-off of Delhi University fluctuates every year . And the cut-off really goes high . Courses like B.COM , BA HONOURS ECONOMICS  cut-off always in between  95% - 100% .
