delhi university is going to release its first cutoff on 12 october 2020, however looking at expected cutoff of delhi university you may get SRCC college if belonging to OBC category, hindu college, hansraj college , ramjas college

Domicile is not required for every course, it usually depends for which you are going like for engineering, medical it is required and for courses like Bsc, BBA it isn't.

No, there's no entrance based admission for the B com (Hons) course.
DUET, Delhi University Entrance test is conducted for various courses such as BMS, BJMC, Btech etc but is not conducted for the course B com honours.
However, admission to BA (Hons) Business Economics also also takes place
Honestly infrastructure feels quite basic and outdated classrooms are functional but not modern and facilities like washroom and sitting can be overcrowded it lacs the polished campus field of private law College but it's manageable if you focus on studies
