The North Campus no – if you are a student of state boards you might have an advantage but if you are ICSE/CBSE student then no. You might have a chance at South Campus/evening colleges there are lot of colleges at DU. Based on what you want to study

Generally,you get two-three days time from the day of declaration of cutoffs.
I would advise you take reservation in trains in advance,so that you can reach Delhi on time from Kolkata. While,booking flight tickets in advance is bit  risky because on cancelling the ticket, you hardly get the money
