If you haven't specified that you fall in ews quota in your application, you won't be considered under that category. So basically, he would be treated as general candidate. You can do one thing i.e approach the alloted college and then change your category under ews quota by presenting

I am sorry to say that you cannot get admission  in journalism with this rank. The cut off is below 100 and it varies for different reservation categories.
