Yes, you can take admission in Delhi University if you have passed 12th from Haryana council of open schooling. The only requirement is that your marks should match the cut off and you should have all the relevant documents with yourself at the time of admission.

Yes, you are right that DU released another PDF. This is because the results for DU JAT had errors in some cases and they were revised. This might have been another reason for delay in the entire procedure. Now, final list is expected to be out this week,
