No,you are only eligible for Delhi State quota if you have a domicile certificate of Delhi.Your Domicile certificate will be of UP and the address in your id's will of UP only so you are not eligible for Delhi state quota only based upon your schooling.

DU be a prestigious university of India and therefore usually keep their percentage high. Firstly, du take admission on the basis of your best four score and not on total or best three aggregate. Next the category you belong also plays a vital role in getting some good colleges

you can go for bcom honours in Delhi University. But since you are changing streams around 2.5 percent will be deducted from your total percentage. You will het in some of the colleges like satyawati evening, zakir hussain, bhim rao Ambedkar, etc.
