Both colleges are well known colleges of du in terms of bsc. But when given a choice one should always go for sgtb khalsa. Khalsa is consider better than shivaji in terms of faculty and is one among the top bsc colleges in du.

This year University of Delhi made Maths compulsory for B.A Economics. So, you have to include it in the best of four. There's no other option. You still try for DU, you never know what can happen. Don't lose hope

With 79.25 percentage it is difficult to get admission into the bcom course in Delhi University. Usually the cut off is very high for bcom in all the colleges but there is a chance you can get admission in some Colleges of DU, but not in the top

As long as you have the Centrally issued OBC certificate, you are good to go.

It does not matter whether you have a Delhi Domicile or not, whatever cut off matches the colleges, you'll be able to get the admission.
