no university wont ask pre board report while they ask you originals of 10th and 12th marks card during your admission while make sure you carry with you  and they also ask the study certificate of your previous 10th and 12th school

In Sri Ram College of Commerce(SRCC), DU, the eligibility to apply for B.Com (Hons) is that the candidate must have studied and qualified English or Hindi in class 12th and must have studied and qualified Mathematics or Business mathematics in qualifying exam(10+2).

So you are not eligible for B.Com(hons)
