    Yes you can apply for JoSAA councilling even if you have not cleared JEE advanced as JoSAA not only allots seat in IIT but it also gives allotment to NITs and IIITs where allotment is based on the JEE main results and

    In josaa counselling your cuts will be both of your category rank as well as general rank
    In csab cutoffs will be given on the basis of your all India general rank.

    There's no official date announcement of JOSAA 2019.But it is expected to start after Jee Advanced result and most probably it will start from 24th June. 

    Official website of Josaa 2019 is not released . Josaa 2018 website will be upgraded to Josaa 2019 after official announcement.

    Your question is a bit unclear and I can't understand it,  Josaa counselling is for the reputed colleges like NITs and IIITs. You have to clear JEE mains to apply for josaa counselling.

    Yes definitely you can get a lower category branch in high ranked NIT's but if you want to get  NIT with good branch then go for NIT'S like puducheri and all.

    Sorry it is not possible to get any good govt college with the rank 65000 as you have . If you are in general category then , there is no chance. But you can apply for B.tech in private colleges with that rank for sure. You might even get some
