Yes you have to present the EWS form given in JEE brochure fully verified and stamped by competent authority during counselling. Failing to do so you will not be considered for seat acceptance and you shall be disqualified from further rounds of counselling. If you cannot get an EWS certificate

For sure you've been given a rank but if you're a general candidate then unfortunately you cannot apply for JOSAA. You have to secure higher marks than the cutoff of JEE Main 2019 for Paper I to be eligible for the same.

I am sorry to state that your percentile seems too low for even qualifying the cut-off for the general category. Even if your come under the general economically weaker section (ews) then also 73 percentile will not get you anywhere.
