Yes you are eligible for JosAA counselling even if you have not crossed jee mains cutoff marks.You have to register for counselling on it's website most probably from first week of June 2018.

Hello sir, I m from gen category and I scored 74 in this year's jee mains AIR 114479 Am I eligible to give jee adv and can i aply for josaa

Hi Shivam, if you scored 74 marks in general category then you are eligible for the jee-advance exam because this year cutoff is 74 for general category.also, you are eligible for the jossa counseling process.
