Ms OBGYN is a 3 years course which can be done after successfully completing MBBS from a recognized university. MS Ramaiah Medical College and KS Hegde Medical College both are well known and really good colleges in their own way. However if you look at the rankings of these colleges, MS Ramaiah Medical College is on 8th Rank whereas KS Hegde Medical college is on 26th rank. So if you have good/qualified score in NEET PG you should opt for MS Ramaiah medical college. You can check all other colleges in Karnataka, according to their rank, read the article below,

No you cannot get MBBS seat in any college without giving NEET UG because NEET UG is compulsory entrance exam and without it you cannot get admission to MBBS seat.
Once you will have a valid NEET UG score and if you qualify it then you will be eligible for admission to MBBS seat but merely qualifying NEET UG does not ensure the allotment because in counselling the seats are allotted on the basis of marks scored by candidates in NEET UG.

According to MSRMC Bangalore NEET cutoff 2022, the closing all India rank for the general category candidates stood at 15896, whereas, for SC category candidates it was 111754 and 93881 for ST category candidates.
The NEET PG cutoff of 2022 for MD and MS degree programmes stood at the closing all india rank of 113764 for the general category candidates to be able to proceed with the counselling round.
