1st of all you didn't mention your stream, did't mention your entrance examination or you didn't mention which class you studying right now.
So i assume that you are 12th standard student who wants to join a good college.
Let me clear you one think you decided at first that which course you want to study in future. Like medical, engineering, degree course, Pharmacy etc. Then you go for the entrance examination preparation for particular courses. And when you are applying the examination form you can select EWS quota or TFW quota. If you have income certificate then you can apply for both because it's mainly for those students who wants to higher study but economically weak. So in this case your tution reduce.
Another thing you can apply for scholarship many colleges are given scholarship for good students.
Also you can apply for student loan.

Yes their is 20% relaxation in tution fees of an SC candidate in my Institute. Generally all the colleges have such relaxation, though some might have little bit more.
