No, you cannot get admission to AIIMS without NEET exam. From 2020 AIIMS has removed it's separate entrace exam and other medical UG exams.Now admission to all AIIMS institutes across India is done only through the NEET UG exam conducted by the National Testing Agency.

Spot allotment in INI-CET PG is done by AIIMS Delhi through a centralised online process. It is not institute-specific. All INIs (AIIMS, JIPMER, NIMHANS, PGIMER, etc.) are included in the same unified counselling.
During spot round registration, candidates need to pay a refundable security deposit of Rs. 3 lakh
AIIMS conducts spot counselling when some seats are left vacant after the regular counselling rounds. This happens when students do not join after getting a seat or leave it.
Spot counselling is usually done in AIIMS Delhi only, not in other AIIMS colleges. You have to go there in person
