As your friend belongs to general category, she need to get a rank within 1500 to secure a seat in Bsc nursing. So she won't get a seat for above rank. According to previous year sources obc closing rank last year was around 2000. Pwd obc 5000. SC 2800 and ST 3000.

The national entrance examination will be administered by AIIMS. To be considered for admission to the BSc Nursing programme provided by the AIIMS institutes around India, candidates must sit for the AIIMS BSc Nursing exam. The entrance exams for BSc (Hons) Nursing and BSc (Post-Basic) Nursing are administered independently by AIIMS.

The admission to undergraduate MBBS course is done through NEET Examination which is conducted by the NTA (National testing Agency). It is a three hour objective competitive examination.
One can never predict the minimum or safe marks for any competitive examination . In these examinations, you are not only judged by what you get but by also how less or more than you others get (percentile). This changes every year based on a number of factors such as:
number of applicants
Difficulty of exams
Number of seats etc.
Therefore, even rank cut-offs are only predictive.

Admission to AIIMS bsc nursing is based on entrance test. Eligibility for writing entrance test is writting 10,12 th with 55% mark. Applying candidates should be Indian citizens with minimum age 17. Candidates must pass physics, chemistry, biology, english.
There is no such discrimination to droppers in AIIMS exam. Admission is purely based on merit. So yes you can appear in exam.

The first think which you should check is that the colleges mentioned by you provides this courses or not and if they are providing than what are the cutoffs criteria to get admission in that course and most probably for such BSC type courses you do not required to give entrance exam it may be given on your board exams but than this criteria may differ from college to college so you can do research of the college in which you are looking for admission and accordingly you can decide.

It is quite difficult to make any accurate prediction of your admission chances in any particular college because the cut-off keeps on changing every year depending upon various factors such as :-
*** number of candidates appeared in NEET 2022
*** difficulty level of the paper
*** top score for NEET 2022
*** total number of seats available for admission and so on.
