Yes, You can apply for DU regular course B.com programme. The Selection shall be made on the basis of marks obtained in qualifying examination including one language and three best subjects.

If 10th cut off get released for as general than definetly you can cancel your admission. But its not certain that you will get admission in any other college of du because till 10th cut off seats might get full.

If not you register yourself for shradhanand as if you didnt met conditions of 9th list then might be you wont get admission.

Its not sure that after cancellation they will get you admission because sometimes main office said that this can be happened but at same time college refuses to do so due to non availability of fees. 

So before doing so please contact to the administration office of shraddhanand
