Yes candidates who have completed their 12th as private candidates are eligible to take admission in Delhi University. You need to pass your qualifying 12th exam in order to be eligible. Other than that you mighy be required to score a minimum aggregate according to the eligibility criteria

Yes some of colleges under Delhi University will have lower fees for Pwd Category and also have various special scholarships schemes strictly for them, however this will not be same across all colleges under Delhi University  

Students can also apply for various scholarships like Aditya Birla Scholarship   ratan Tata Merit

If you hav ecompleted your graduation feom recognised University with minimum aggregate 50%marks in graduation from General category then yiu are eligible. And Must have also appeared for DU LLB exam.

91 in Psychology is decent marks but for admission in BA(H) Psychology in Delhi University, your overall percentage will be taken into account and not just marks in Psychology. 

For Amity University , an interview will be conducted but the minimum percentage should be 50% in class 12th.
