UPSC civil services examination is the common examination to get into services like IAS IPS IFS etc.

Now, irrespective of the service you want to get into you will have to appear in UPSC examination and need to go through its same three stages and has the same syllabus

I dont think that there is any course namely MS Cardiology. Its always MD. If you have mistaken this can be MSc in Cardiac Technology but in cardiology there are no MS courses as per the internet research.

Yeah you can apply in both at same time that is no problem at all, but yeah check the rule regulations of both state counseling  and AIQ COUNSELING as you participate. As you might be aware that there is no free exit in AIQ after first round counselling
