As it seems, there seems to be a cloud over the NCC quota in the various state govt. medical colleges. It is not considered a separate quota as per the All India counselling but individual states may have thier own policies about it.
But pertaining to your question, if there are NCC candidate seats avaialble, as per 2017 data, there are 2 seats reserved for NCC candidates.

Now coming to your, 2018 cutoff rank for General category in AIQ is 5708 for Rajiv Gandhi Medical College, Thane So based on this it is quite difficult for you to get a seat with 7028 rank. But don't be disappointed because cutoff changes every year based on several factors so maybe you can get a seat this year for this rank. Dear Sir / Ma'm, the cut off for the aforesaid college in the 15 % all india quota counselling, 2019, was 588 for general, 541 for ST and 531 for SC candidates. The cut-offs in the state counselling for the same was 561 for UNR gen, 552 for LOC Gen, 443 for SC, 457 for ST and 471 for BC category students. Hope you're doing well. Please mention your rank along with the examination you've appeared for. Also, the cut off list has not been released by college so far, you can only predict your chances by checking last year cut off. You'll get a rough idea. Hope that helps
Dear student, according to the cutoff list released in 2018, 469 marks by a BC category student secured a seat in Gandhi Medical College (govt). However, the cutoffs change every year but there is negligible chances that the rise would be over 40 marks. Hence, you have fair chances this year to bag a seat.

There aren't any fees difference for state quota and all India quota in Osmania or Gandhi as well. The quota works as the management fixes the seats percentage which must be filled by the talked about category and hence the maths works out to fill the seats with the categories' own rank. But the fees remains the same.
One thing about Gandhi that stood out to me the most is the infrastructure. Despite being a government college, it has good infrastructure: all the labs are fully equipped. And the libraries are well ventilated, spacious halls providing a huge collection of books. We also have huge lecture gallery classrooms for different subjects where benches and smart boards are in good condition, We also have different grounds for different sports. Boys and girls hostel are in good condition and very hygenic
Our college has a good infrastructure and all the necessary facilities and equipment. Our library and sport centres are good too. The classrooms, laboratories and hostels need to be improved with their facilities and decorum. The food quality also needs improvement.
The college infrastucture can be said as good. We are provided with many facilities like a big library, cool sport centres but we also lag in few other facilities like average canteen arena and not so hygienic food.
