You can change your stream in between your Institute . (only if you are eligible and if the college authority gives permission).
generally , above 9 YGPA students can change their stream in B.Tech course in their own college based on other requirements., without year loss.
But , to take admission in any other Govt college, you need to appear for Entrance exam test again and then get admission in your desired college after qualifying the required cut off . But, this process leads to an year loss .
