IHM , as it is a part of central government.

And degree of IIHM is not valid for appearing in competitive exams.

Although IIHM provides glamorous exposure to their students, but you need a good brand plus the value of the institute in the Hospitality industry

In my opinion go for IHM

No, you can't do that. If you get IHM in second round, you have to pay then and there. You can't pay on third round of counselling.

For admissions in  IHM,Delhi,Pusa the cut off in the 2017the opening rank was 1 and the closing rank was 428. Considering this you seem to have less chances for this institute.

But you do have a great chance for other IHMs. Hope for the best!

IHM will really help you providing right track of your interest in the field and acually i heard ggod about IHMs they all are good 

IHM will give you a little push towards the management training programs and you will be an assistant manger within 2 years of graduation. Provided you clear the interviews for those particular programs.
