The minimum marks for a General Category in a govt college are quite low. It can range from just 45%-55%. Do check for each college. However, cutoffs can be much higher than the minimum marks

As you have mentioned that you scored 400 marks in neet 2020. So it would be difficult for you to get a government seat. However there are some colleges which are private in West Bengal. The fee structure would be really high for private college around 33 lakh+.

You have not mentioned your domicile state but I am assuming you are from KArnataka and you are from general category. Based on these assumptions I can tell you that you have good enough marks to get a seat in veterinary college through kcet as the minimum requirement
