As per your question, according to your question both of them are good but as per comparing all the parameters in colleges we may figure out which one would be better for you.
1) SCBMCH:-
As per reviews and their officials that I referred that they have good infrastructure and good professors as well who will guide you and shape your career. They have fees structure in around 20k to 30k respectively. They also offer one year internship at a stipend of 20000 per month.
2) AIIMS kalyani:-
As this AIIMS is new so having hesitation while choosing this AIIMS is normal but honestly as per my opinion they have well qualified professors as well as in all the AIIMS and good and huge infrastructure. They have a fee structure in around 1500 to 2000/-.They also offer good internship stipend as well.
So as per this overview and as per my opinion you can go with AIIMS kalyani without any hesitation as in upcoming future they may have good reputation as well. So AIIMS kalyani would be better option for you but you may also ho with SCBMCH as per your convenience.

Under All India Quota, All the 15% of All India Quota Seats except for Jammu and Kashmir, 100% Seats at Deemed and Central Universities, IP Quota seats in ESIC Colleges, Seats at AFMC, AIIMS and JIPMER are filled by DGHS. Free exit is an option in which If a Candidate has been allotted a seat and even if the Candidate does not report/join the allotted college he/she would not be penalised and will be eligible for subsequent round. Because AIIMS conducts its counselling through All India Counselling, free exit option is also applicable for AIIMS.

Yes you are eligible for All India Quota seats except AIIMS. It is just for AIIMS that you need to score at least 60% in your Class 12 exam. It is not applicable to all the seats whose admission is through All India Counselling.

Aiims kalyani is a well reputed college and is one of the 6 newly established aiims under Ministry of health and family welfare in 2019. The first batch was of 50 seats in mbbs which gives a quite tough competition. The closing rank of last year was 1318 .
Aiims scnmch offers 250 seats all over india. The campus is quite green all over. The closing rank of scbmch is 9911 according to 2019 analysis.
Choose accordingly.

As you have not mentioned your category, I have provided the cutoff ranks of last year for all categories:
For General : 720
For OBC : 27271
For SC : 9762
For ST : 12868
For PWD : 720
EWS : 720
so, if you are among OBC, ST or SC, you have good chances to get AIIMS Patna.

If you are unable to generate your RUC code, i would suggest please go to the official website:
https://finalmdmsmch.aiimsexams.org/Login#!
Log in there, fill all you required details. if your application is accepted, then you would be sent a confirmation mail from Aiims along with you RUC.
If you are still unable, you will have to wait till AIIMS opens the portal for RUC generation.

Hello there. Hope you are doing good. I would like to tell you that as per last year cutoffs, minimum 40% marks are required for SC Category students to get admission in AIIMS Delhi. This is the minimum marks required to have good chances of getting admission. However, a score above 40% marks makes it easier to get a seat in AIIMS Delhi.
