IGNOU is a University Grants Commission and Distance Education council recognized body and its degree is fully valid for any course.
1. To pursue Master of Technology, you must have done bachelor's degree in technology or master's degree in science or computer applications etc.
2. MCA candidates can apply for Graduate Aptitude Test in Engineering and clear it to get admission in M.Tech in top engineering institutes.
So yes, you are eligible for pursuing Master of Technology in regular mode after completion of Bachelor of Science and Master of Computer application from IGNOU. You can apply for Graduate Aptitude Test in Engineering conducted by IIT for M.Tech courses. M.Sc/MCA candidates are eligible for M.Tech courses.

I am extremely sorry to tell you but if you are asking about IGNOU then it doesn't provide BA llb course. IGNOU does have school of Law (SOL) which was established in the year 2005 with an objective of imparting legal education through Open and Distance Learning system and it offers courses like PG Certificate in Cyber Law,Post-Graduate Diploma in Intellectual Property Rights (PGDIPR), Post-Graduate Certificate in Patent Practice (PGCPP) but it doesn't offer ba llb.

Even though it is a distance learning university, IGNOU has well-furnished regional and study centers. Library facilities are specially great – they have a huge collection of academic books, reference books, and journals. There is Wi-Fi in a few of the centers, and a hygienic cafeteria for students who are on campus for extended periods.
My study center is muralidhar college which is pretty decent college. the college staff was very rude ever since i been there for the first time they were very rude even changed some rules related to studies which they were not meant to.
It is an open university so we don't have ani specific building as our college. but the study center where we are elected to was nice. The faculty was nice too. clean classrooms, good professors and staff.
