The School of Social Sciences offers various courses in Philosophy, Sociology, Public Health, Women's studies, Geography, Public Health, Political Sciences, etc but not Psychology. Yes, definitely a person with a BA degree in computer applications and pol science with science stream in class 12th can pursue mca.

You can apply for jnu mca exam as the eligibility criteria is as follows:

Bachelor's degree in 10+2+3 pattern with 55% minimum marks in bachelor's degree.

Other exams for mca are: NIMCET, iit jam, pune University mca entrance exam, ipu cet mca, bit mca. You are eligible for each of these national level exams. But criteria differs for each of them individually.

Well I think you mean interview when you mentioned viva voce. Well as per the admission procedure after the written exam the results are announced and then the students who qualified, take admission. There is no provision of interview round in life sciences.
