Yes. Phones are allowed to be used in the hostel. But, you are prohibited to carry it to the classes. You'll have to switch it off or enable the silent mode.

From my experience, you should go for VIT University.

The reason for my statement is that VIT will give you better exposure than them, but you will need to work really hard there if you want to do really great.

If you are determined and work hard then no institute is good or bad. No college is going to teach you much. You need to find yourself what to learn and learn them by yourself. College curriculum is outdated everywhere. If you just follow it then you will be also a frustrated engineer like all other. 

But then also I suggested you VIT as it will provide you with a better place to perform and hard work.

Placements in SRM are good , but most of the get placed with minimum package.many students get placed with average package of around 3-4 lacs package. Many good companies visit the campus. 

They have a placement cell which help students to get placed in good companies. Popular companies like Amazon, Wipro, Mahindra, Royal Enfield , Infosys, cognizant etc

SRM is well known known for its computer science related branches, so CSE and IT students mostly have 100% placement. Placement in civil engineering are comparatively low.

Salary package depends on yoyr capabilities, skills and abilities of the student. Crowd of SRM is a matter of concern .

- infrastructure of this Institute is good, it's an excellent place to study, the best thing is library and labs. 

Hostels are quite good but food is horrible.

From my experience, you should go for SRM University if you are sure to go for CSE.

The reason for my statement is that you may not get any good college for CSE with rank 143000 in JEE Mains.

SRM will give you better exposure than them, but you will need to work really hard there as it,s not such a good institute.

If you have secured 11,300 rank in SRM, you may or may not get CSE at SRM, Chennai since based on previous year cutoff ranks, the cutoff rank is 10,000. Although, you will easily get CSE at other campuses.

Both the colleges are well reputed and have a good standard.Both the colleges have AAAA rating and they are accrediated by NAAC with A grade.In terms of fees VIT has lesser course fees when compared with SRM.When we talk about the placement scenario in both the colleges, SRM has comparatively better placement opportunities for this particular branch.The packages offered are also decent and good in SRM.Both the colleges have good infrastructure and facilities.You may refer the below link to know more about the pros and cons of both colleges and then decide.

With your rank, ofcourse you can get Mechanical in SRM Main Campus. However, seeing your rank i feel you should opt for IIt,NITs etc.
