To get free seat/ full fees reimbursement, your parents must not be Government employees and their income must be less than Rs. 5 Lakhs per annum, as you belong to SC Category. You can get fees reimbursement if you are eligible and meets above mentioned criteria.

For your AP EAMCET Rank, you have chances of getting Agriculture seat/ Horticulture seat in Private Colleges rather than in Government Colleges based on previous year's Closing Ranks

It would be quite better to predict your probability of getting a chance if you could provide with your category. As the chances also depends on the category. If considering to be of GEN/EWS/OBC then getting chance in government BHMS in Maharashtra is not possible. For any reserved categories also chances are quite low enough. So you may try to opt for any private colleges for BHMS which might be quite possible. Hoping for the best. Thank you.
