Hello, Yes you can surely apply for Btech Biotechnology in government college. Your other options can be BSc Biotechnology, Microbiology, Nursing, Lifesciences, Radiology, Psychology, Forensics, etc. You can apply for other courses as a backup option incase you are afraid of not getting admission in government college.
