Definitely you can participate in the counselling process, though the chances of getting a good college is somewhere low but still you are eligible for the counselling process.
In Maharashtra there are some college where you can get a seat .

Unfortunately your air and category rank both are quite low and not enough to get you any course at the good government college in the country.
Your score must be above 359+ in order to get a decent course at the top medical colleges in India.

If you want a seat through All India Quota Counselling then, go for a Deemed University as they allot their seats through All India Quota Counselling.
