Yes you can do MBBS after completing Bsc nursing in India. For NEET eligibility, candidates needs to pass 10+2 with minimum 50% marks and should be completed the age of 17 years. There no upper age limit for NEET, you can apply anytime

Residence certificate is only required in TS EAMCET counselling if you have not taken any institutionalised education, i.e. appeared for private exams or you are non local student. It is not required if you produced your study certificate from class 5 to intermediate.
