No you cannot do BAMS without applying for NEET. NEET scores are mandatory to get an admission in any field of medicine, be it MBBS, BDS, BAMS, BHMS, BAMS, BVSc etc. No college would give you an admission without your NEET score.

Till last year it was around 390, but for this year its not yet updated. It varies year to year. So it might change this year. usually for government college cut off is usually low so try to keep your score to this.
