Yes you can join however you must have minimum 45%aggregate marks in English, Maths and Science from recognised Institute .

Admission based on diploma aggregate marks. 

Total duration is 3 years which is 6 semester

AMU doesnt offer Civil engineering in distance mode unfortunately. 

You can however try with IiME Munbai, School of distance education Andhra Universty  , karnataka state open University, wisdoem school of management for Civilengineering in distance mode.

You need to check their eligibility criteria, 

if they are taking any admission tests you have to qualify that and make sure you are able to fit in the range they want, 

also you need all prerequisites with you such as documents, etc
