Which is better Bsc CS with Delhi University or Btech CS with Chandigarh University ?....

It depends on your interest & capability. If you want to go for engineering then CSE from Chandigarh University is the best option & if you are interested in Graduation programme then Delhi University is also a good option. Difference is only that B.tech will be your professional degree &
