You can apply for MA in Hindi from JNU even if you had Pol science in your BA. As there is only one criterion for the admission that is you have to maintain the 10+2+3 academic pattern which means you don't have any backlog from your 10th to graduation plus you have to have 50% in your graduation. If you fulfill this criterion you can fill the form.

27% seats are reserved for Delhi OBC Category belonging to the list of OBC castes in DELHI. IPU CET reservation will be available only in the University Schools of Studies and other Government Institutions. Certificate issued by Govt. of India will not be accepted under any circumstances.

There is a minimum period in which you should complete a particular course in. Once that period is over and you do not complete your studies by then, your registration gets cancelled. You will have to register again or you can contact the administration to check if they can extend your registration. If they dont you will have to register again and study from the beginning

Even though it is a distance learning university, IGNOU has well-furnished regional and study centers. Library facilities are specially great – they have a huge collection of academic books, reference books, and journals. There is Wi-Fi in a few of the centers, and a hygienic cafeteria for students who are on campus for extended periods.
My study center is muralidhar college which is pretty decent college. the college staff was very rude ever since i been there for the first time they were very rude even changed some rules related to studies which they were not meant to.
It is an open university so we don't have ani specific building as our college. but the study center where we are elected to was nice. The faculty was nice too. clean classrooms, good professors and staff.
