The answer is yes. A person who has done PG degree from IGNOU is eligible to apply for PHD courses. The selection for any PHD Program depends on the Merit and the performance in the entrance exam scheduled by the respective university.

Yes. IGNOU offers a BA (Hons.) course in Hindi. There is no bar on minimum or maximum age. The eligibility criteria is a minimum of 50% marks or equivalent CGPA in the qualifying examination. Hope this helps. Good luck.
