Yes, you can apply for government medical colleges of other states but only for 15% all India quota Seats for which cut off goes high, you won't be eligible for 85% state quota seats in other states

I hope that you are doing well. It is little difficult to  get government seat but you go through state counselling as the cutoff changes every year as you have chace to get a seat till mop up round. The cutoff and merit list of different colleges varies accordingly .

To get admission in BAMS college in Maharashtra general category candidate must score 460+ marks to get government college whereas OBC candidate must be 440+ marks .

To get a semi government seat in college the general category student should get 435+ marks and obc category candidate must get 420+ marks. This cutoff is in accordance with the last year cutoff.
