Officially IGNOU degrees are at par with regular degrees and is 100% acceptable for both government and private jobs. However discrimination can be faced based on the mindset of the employer. It is even acceptable abroad as the degree is well recognised by the major accreditation bodies of India.

IGNOU BEd Eligibility Criteria is

Candidates should clear their graduation or post-graduation in Sciences/ Social Sciences/ Commerce/ Humanities with at least 50% marks.

Candidates who possess a bachelor’s degree in Engineering or Technology with specialisation in Science and Mathematics and minimum 55% aggregate marks are also eligible to apply for the course.

To apply through the Indira Gandhi National Open University Online admission portal within the allotted time. Candidates can also register for UG, PG and Research courses offered by Indira Gandhi National Open University before within the stipulated time through the IGNOU registration portal. For admission to most of the IGNOU courses offered by the University, candidates are shortlisted for admission on the basis of marks obtained in the qualifying degree. However, in case of some specific courses, the University conducts an admission test for selection of students. As per the semester examinations, IGNOU Delhi conducts Term-end Examination twice a year that is June & December. 

There is specific fees for different courses. You can find it out in their official website. The dates for admission in IGNOU 2019 has been released please check that out.

Dear student, Indira Gandhi National Open University offers different courses to Willing students who have passed out Senior Secondary examinations or are graduates. You will have a lot of options depending on your field of studying in class 11 and 12. If you are from commerce background you can go for Bcom. If you are from Science background you can definitely go for any arts courses

As you said you are completing your bsc from ignou university in Delhi and want to take admission in indraprasta university which is IP university. So yes you can take admission in in IP university . And I didn't get rest of your question asking about the certificate .which certificate you are talking about here. Kindly mention it properly. If you are asking about the domicile certificate then obviously not you cannot get Domicile on the basis of graduation degree. You get it on the basis of from where you have done your 12th class .
