For students enrolled in any programme of IGNOU, they can refer to the following sites for any kind of grievances, you may try this one mentioned below-

If this doesn't work out, probably you have to visit the Regional Centre in person to sort out this issues, Study Centre isn't responsible for all these things, in fact the role of study centre is limited in terms of submitting assignments and conducting TEE, they can advice you what to do but they won't be able to help you, these matters are handled by RC only.

Usually, people are not really attentive to calls of students at Regional Centres, it's an unfortunate thing but that's the case.

You'll be able to download the ID from the admission portal of IGNOU, it's a digilalized one nowadays, and coming to assignments, I don't think they have yet uploaded assignments question for July Session yet, you can refer to the assignment site of IGNOU for BCom programme-

dear aspirant,

for doing Msc from IPU u need to have B.Sc. degree or equivalent from reputed University with at least aggregate 50% marks.

The eligibility criteria vary according to the M.SC courses available in this college.

kindly specify the course you want to know the details so that i can provide with more specific inofrmation.

If you are a resident of delhi than only you will be considered as a delhi category candidate.

There isn't any entrance exam conducted for MSW in IGNOU. 

The few entrance exams conducted by IGNOU are related to MBA, Nursing, BEd.

BFA or Bachelor of Fine Arts is an undergraduate degree course which deals with the study of Visual or Performing Arts. 

Fine Art Courses provided through Correspondence or Distance Education Institutions include School of Open Learning in Delhi University and Indira Gandhi National Open University (IGNOU), Delhi.

So yes, BFA is provided by IGNOU as well.
