Indira Gandhi National Open University will be taking admissions till the end of July so there is no question of commencing classes in July hence most probably he classes will commence after first week of August.
Infact according to previous year trends it wont be wrong to say that this year the session may be delayed upto 16th of August however since there is no official statement yet these are all just a guess based of previous year trends.
In ignou, it may take 30 or 45 days for confirmation, but sometimes it may be early just checked regularly also check if there any Discrepancy on portal link https://ignouadmission.samarth.edu.in/
If in your application you see download option near id card then your admission is confirmed.

Even though it is a distance learning university, IGNOU has well-furnished regional and study centers. Library facilities are specially great – they have a huge collection of academic books, reference books, and journals. There is Wi-Fi in a few of the centers, and a hygienic cafeteria for students who are on campus for extended periods.
My study center is muralidhar college which is pretty decent college. the college staff was very rude ever since i been there for the first time they were very rude even changed some rules related to studies which they were not meant to.
It is an open university so we don't have ani specific building as our college. but the study center where we are elected to was nice. The faculty was nice too. clean classrooms, good professors and staff.
