As long as you have your graduation degree with you within the age limit eligibilty criteria of UPSC entrance exam, you can apply for the course and will not face any problem.
The Eligibility criteria for the exam States that the Candidate must have done graduation with minimum 50% in any Subjects stream from a recognised University. The candidate must be between 21 to 32 years of age ( general category ). Reserved categories get a benefit of 2-5 years of age accordingly.
So, if you satisfy this criteria, you can apply for the exam.

To take admission to IGNOU's degree programme they have to pass its Bachelor's Preparatory Programme (BPP) first. A learner will get a BA./BSc./BCom./BSW degree when he/she earns 96 credit points from three categories of courses – Foundation courses, Elective Courses and Application-Oriented Courses.

The bachelor of arts program in IGNOU is offered for Hindi comma English, Urdu, Political Science, History, Economics, Public Administration, Sociology, Philosophy, And Psychology.

In your graduation, you could take up any of the above subjects like history, geography, political science, public administration, philosophy, etc. Economics is also recommended for those who are interested in it. It will help you understand a lot of the concepts at the college level itself.

In a regular scenario, one has to contact his/her study coordinator regarding practical or even theory classes that are usually held in the weekends for IGNOU courses, but now things are different due to pandemic, and the questions of classes being held in this situation isn't possible, also delivery of study materials at this time may an issue, in this regard you may use egyankosh,it's like a digital library where you'll find your entire study materials.

You cannot apply to BEd program with admission process that's ongoing in IGNOU for various graduate, postgraduate, diploma or certificate courses. The reason being, admission to BEd program in IGNOU is done through entrance test, NTA conducts this exam, this year the form was supposed to release somewhere in the month of January/February but it got postponed and then the entire pandemic hit afterwards, so far IGNOU hasn't offered any confirmation regarding release date of application or entrance test.

Eligibility for BEd is passed Bachelor/Master Degree inScience/Social Science/Commerce/Humanities with 50% aggregate, in case of candidates with BE (Bachelor of Engineering)/BTech (Bachelor of Technology) with specialization in Science and Mathematics need to attain 55% aggregate. You can stay updated at the official website of IGNOU at ignou.ac.in for latest updates regarding admission schedule of BEd.

Your question isn't clear, IGNOU offers BPP for those students who haven't completed their 10+2 and this is a gateway to further complete graduation from the same university, but BPP in no way is equivalent to 10+2. It's not clear you want to apply for which course, so kindly elaborate in the comment box, have you completed 10+2 and seeking admission in any particular course or is it something else?
