Obvious , NIT goa is better than NIT andhra pradesh.

NIT goa is a developing institute so after some years it will improve more.

For 2015-16

Placement of CSE was 100% it is great

 for ECE 78%

  for EEE it was 78%.

NIT would be the preferable choice considering the brand image, however, Dayanand Sagar is also a good choice as the college is an established one hence it ultimately depends on your interest.

I didn't get your question correctly. If you want to know about B.Tech Computer Science, I would suggest you do these courses from top government institutes. Top institutes like IITs,NITs and IIITs provide these courses. You will have qualify JEE Mains for NITs and IIITs and JEE Advanced for IIT.

Admission to NIT Goa is through JEE Mains. If you clear the cut off rank for NIT Goa, you will get a seat there. The cut off rank differs from category to category.
