I would suggest you to visit https://law.careers360.com/articles/pu-ba-llb-cutoff to get information regarding the PU LLB cutoffs of previous years so that you can get an idea about the cutoff and intake trend. Also, having a category gives you the advantage of reserved seats but while admission it will be your general rank that will be considered and not the category rank only.

Considering your rank in entrance exam is 403 in the combined merit list you have no chances in UILS, Chandigarh if you belong to the general category. You seem to have fair chances for both regional centres.
There are 120 seats each for BALLB and BCOM LLB in the Chandigarh campus, 60 each in regional centres. So for the Chandigarh campus if your rank in the BA LLB merit list after combination of both scores is uner 150-180 you'll have a fair chance in the first counselling itself. Hence chances in Chandigarh are not much and with your rank and your chances seem good for regional centres.

So for the Chandigarh campus if your rank in the BA LLB merit list after combination of both scores is uner 150-180 you'll have a fair chance in the first counselling itself. There are usually around 8-10 counsellings over a period of time and as per vacanies too. So the cut off later on will be lower than this. Other than this, for the regional centres a rank around 500-600 would be fair for admission under the first counselling. The cut off for Ludhiana regional centre is usually higher than Hoshiarpur. But this is an estimate and it changes each year due to various factors each year.

Talking about the seat matrix ,then for the 3 year llb program there are 300 seats each for llb in chandigarh campus, and there are 60 auch seats in regional centres..
Pu prepares a provisional and final merit list after declaring the results. In which marks obtained in the exam are added to others( such as graduation %).
Both the parameters are given equal weightage.
Looking at your score ,then your score  in the final merit list would be somewhere around 59.
You have scored really well in the exam but your graduation score is low.
With this mark you might not get the chandigarh campus but yes you have fair chances of getting any regional centre in the subsequent rounds of councelling.
As of now it is difficult to put forward any specific prediction so just wait for the final merit list to be out ..

As per your query I would like to tell you that according to your question,according to last year least cuttoff marks,  you have chances of getting admission in pu chandigarh. 

But  pu has not yet announced official date regarding the cuttoff list of ba llb. 

As per year, the cuttoff marks varies depending upon the number of students appearing in the exam and the difficulty level of exam.

Now secondly, pu prepares a provisional and final merit list ,in which marks obtained in the exam are added to others ( like your 12th percentage=).Both the parameters are given equal weightage.
Looking at your marks your score in the final merit list would be something around 67. Which is indeed a good score . With this score you hold decent chances of getting the chandigarh campus .
As of now make sure that you keep yourself updated about all the necessary details about the councelling process.

Normal as such need some improvements like smart classes Projectors and some other facility also like classrooms should have ac and modern facilites etc Libraries are good and seminar halls are well maintained

College infrastructure is very good and very well designed college, the main building have entrances at every side which is very good and easy for students and faculty to travel across the campus. And every floor contain two restroom for booth girls and boys on either side which is very convenient for students.
