According to your question as you have asked that you have got 74.5% marks in your 12 th class and you want to get admission in Punjab university so let me clear out to you that first of all please be clear with your question as you did not mention in which college you want to get admission and you did 12th from which stream as whether its is from arts , commerce or science so as according to that it will depend that in which college as well as in which course you will get admission . as if you mentioned it clearly then it will be easier for me to answer your query easily without any doubts .

Also university offers many courses so according to the subjects it depends and for that particular course for which you want to apply you have to give entrance for that before entrance you cannot apply as after to that you have rank with you and then it will be decided that where you get admission.

Panjab University (PU) is a State University which is widely known as Punjab University (PU), located in the capital city of Chandigarh in Punjab state of India. PU was established in the year 1882 and is approved by The All India Council of Technical Education (AICTE) and accredited by the National Assessment and Accreditation Council (NAAC). PU is also recognized by The University Grants Commission (UGC) and associated with the Association of Indian Universities (AIU). The university offers various UG, Integrated, PG, Executive, Diploma, PG Diploma, Certificate, and Research Level courses. Admission to certain courses is based on Entrance Exams conducted by the University.

The minimum qualifying marks this year for an ST candidate is around 15% in the qualifying examination and at least 11.25 marks to be shortlisted in the merit list.

Since you qualify for inclusion in the merit list, you have slight chances, because as per the previous year cutoff trends, there was no specific cutoff score for ST candidates in UILS Chandigarh, PURC Ludhiana and SSCPURC Hoshiarpur.

Admission in Panjab University, Chandigarh for tge course of BA/BCOM LLB is done on the basis of both your result in 12th boards and entrance exam. 50% weightage is given to both the scores.
So as your boards percentage as well as your entrance exam's score both matter equally. As most of you have already got your both results a good score in it will put you at a great advantage.
There are 120 seats (both BA and BCOM) in the Chandigarh campus, 60 each in regional centres. So for the Chandigarh campus if your rank in the BA LLB merit list after combination of both scores is uner 150-180 you'll have a fair chance in the first counselling itself.
Your combined score will be around 67.95. As per last  year trends chances in Chandigarh campus are less and regional centres are more. But this year the score in entrance has remained low and if the cut off goes lower than last year, you might have fair chances for Even Chandigarh.
Though the cut off chances each year according to the difficulty level of the paper and the level of Competition, only a fair estimate can be made regarding the marks. So you would wait for the final ranks list after combination of both scores to be out for a better estimate.

Normal as such need some improvements like smart classes Projectors and some other facility also like classrooms should have ac and modern facilites etc Libraries are good and seminar halls are well maintained

College infrastructure is very good and very well designed college, the main building have entrances at every side which is very good and easy for students and faculty to travel across the campus. And every floor contain two restroom for booth girls and boys on either side which is very convenient for students.
