You cannot get a free government seat. You can get a government seat, but it will be paid seat, not free since you are not qualified in JEE Advance.

As per kcet 2017 cutoff for college of agriculture GKVK B.Sc Ag rank for general + Kannada Medium was 3967 . But their is a high chance for you this time for getting admission to this college. But wait till the last round you might get into your desired college.
