Your all India rank is considered in Neet counselling and not category rank dear be it all india counselling or state counselling  .

But the important thing to note down is that although, all India rank is considered for all the categories ,the reservation is still there for reserved

Congratulations for your outstanding performance in JENPAS. A general candidate with a rank of 1080 or lower can easily get a government college. You have a far better rank and so you can get a good government college. Hope this clears your doubt.
