You can contact your regional or study centre to know about the exam details. I think the exams are conducted annually and you are supposed to fill the application form and submit assignments before the commencement of the exams.

Can you please specify you wish to use PGDFM as a direct entry route to where? Generally speaking, yes you can very much use PGDFM degree similarly as you would use MBA since both are same duration degrees.
