The eligibility criteria for the Master's degree in arts is that the student must have done bachelor's in any stream from a recognized university with minimum passing marks.
So, you can apply for the master's degree in arts in any domain after completing your bachelor's degree in history.
Hello student as IGNOU is an open university you need not to attend classes so yes if you're interested to do something else while pursuing PG then you can do is for sure. When it comes to appear in examination you have to make sure that both examination didn't clash with each other because in that case you need to appear in one of them and leave the other one.

Admission to MCA in IGNOU isn't done through any entrance test, you just need to fulfill the eligibility criteria as mentioned below-
The application form for July session will soon commence at ignou.ac.in hence, if you're interested and you fulfill the eligibility criteria you can register at the admission portal by providing your details such as name, email-id, mobile number, username, password. So The cutoff at DU for honors ranges from 95% to 99.5%. However, these percentage changes with respect to categories(General,OBC,SC,ST,UR,EWS etc.)
For IGNOU, the last year trends go this way:

There is no official notification released regarding admission schedule of July session courses of IGNOU, but it's expected that application form might get released this month, ie... Admission for July session in IGNOU for this year shall commence soon, you can stay updated at ignou.ac.in to know exact details pertaining to admission schedule, generally admission is done twice a year in IGNOU, one is January session, and another one is July session, and exams are conducted annually especially in you BA Programme, so if you get admission in this july cycle then you need to appear for June TEE next year, and the usual schedule for submission of assignments for June TEE is march though due to the pandemic there is shift in this usual schedule, you can get assignments by accessing the site at https://webservices.ignou.ac.in/assignments/, when it comes to choosing study centre under RC Bengaluru, check out at http://rcbangalore.ignou.ac.in/Ignou-RC-Bangalore/userfiles/file/LSC-09-02-2021.pdf, you can view the study centre names along with the programmes offered in the same, so accordingly you can select it while filling the admission form of IGNOU

When it comes to DU SOL or IGNOU, both are equally good option, acceptable, and the degree is valid, DU SOL only offers selective courses in graduation such as BA Hons in Political Science and English along with BA Programme, in case of IGNOU there are many more options in terms of courses, so depending upon your preference you can go for Major/Hons in any subject, you may stay updated at our following pages of the respective universities for more details regarding this-

The IGNOU campus is very huge. The campus has a well- furnished library, computer labs and online learning support. Online study materials also available including video lectures and they are accessible from anywhere.
IGNOU'S infrastructure is a mixed bag: functionally brilliant at the core (the books and the digital access) but often administratively frustrating at the local level. It works best for self-motivated learners who treats the local centre as a last resort, not a primary resource.
Good infrastructure with good faculties. Having different departments with works very nicely . Helps the students on the given times also having good library and all the books are available with them.
