Yes, IGNOU conducts classes via PCP(Personal Contact Programme). But, it is optional to attend those classes. If you have opted course which requires practical works then, it is mandatory to attend the practical classes. You need to have the requisite percentage in lab courses to sit for the examination. IGNOU will let you know about the date of classes via a official notice on its website. You can stay in touch with the official website of IGNOU.

IGNOU classes are usually held on weekends, but perhaps due to covid where academic activities were stalled, hence there was no classes being held here also, but to know more details regarding timing and schedule if classes, you have to contact the coordinator of your study centre, they will be able to give you detailed information regarding the same.

No, there will be no such entrance exams for MA Political Science, entrance exams are conducted only for MBA, BEd, BSc Nursing these are all professional degrees, in case of Bachelor's Degree or Master's Degree, diploma or certificate courses no such entrance tests are conducted regarding this, you just need to pass in the relevant discipline from a recognized university, admission is open in IGNOU till 15th October, you can visit the admission portal at https://ignouadmission.samarth.edu.in/ and sign up by providing your name, contact details etc, further you need to fill in personal and academic details, and other such relevant information, upload scanned documents, pay the requisite fees, you'll get the confirmation further through your registered contact details, it may take time depending on the concerned regional centre.

Assignments are mandatory when you are pursuing a course in IGNOU, as 30% weightage is given to it, and rest if 70% weigtage is given to TEE results, classes are held on weekends usually in IGNOU, may be due to pandemic all these activities are stalled, for more detailed information regarding classes and timing, you have to contact your study centre coordinator as he/she will be able to guide you successfully, and the assignments that you will make is to be submitted in the study centre only, see IGNOU is a distance learning university,hence it's more of a self-study than anything else,having said that it's the intentions to that matters, at the end of the day a degree is requirement but what's the use if you don't even know the core aspects covering your course of study, it's not in anyway going to help you in professional advancement whatsoever.
