There is not a clear cut answer to this question (maybe i am  not be able to answer ) .You have to compare the colleges based upon several factors .first talking about NIRF ranking then clearly IIEST shibpur is better . fee is also slightly less than NIT

If we're comparing on the basis of the branch then CSE is a better choice than IT. Although IT is no less, but the placement chances of CSE department is higher as compared to IT.

The academics in NIT Agartala, I'm totally unsure of. As to what I found out when I was researching about colleges for my own purpose, north eastern colleges are a little bit neglected. That's what I read from sources. And even take into consideration the commute to NIT Agartala.
